Switching Suppliers: A Beginner's Guide for Everyday Consumers

For years, households and small businesses in Kenya had exactly one choice for electricity. If you wanted power, you bought it from Kenya Power. That monopoly is officially over. The Energy and Petroleum Regulatory Authority (EPRA) has gazetted the Energy (Electricity Market, Bulk Supply and Open Access) Regulations, 2026. This legal framework ends the old single buyer model and introduces formal consumer choice to the market.
The Rollout Phases: Why You Cannot Switch Just Yet
While the laws are officially on the books, you cannot simply log online and switch your provider today. As of July 13, 2026, this feature is not live since we are in the voluntary participation phase of this rollout.
Competitive market dynamics will mature progressively across three distinct phases:
- Phase 1: Immediate Voluntary Transition. We are currently in this phase. Early competition is driven by large industrial consumers drawing at least 1 megavolt-ampere (MVA). They are bypassing Kenya Power to seek cheaper bulk contracts directly with independent producers.
- Phase 2: Commercial Contract Realignment. In this upcoming stage, merchant competition will steadily escalate. Legacy long term power purchase agreements will mature or be renegotiated into forward and spot market structures. The introduction of day ahead and contingency open access contracts will gradually activate a live, liquid spot market.
- Phase 3: Mature Retail Competition. This is the final stage where full retail competition becomes a reality. At this point, everyday consumers and households will officially be able to switch their retail suppliers and choose their billing partners.
Addressing the Infrastructure Fear
A common fear regarding Phase 3 is what happens to your physical connection. Will your power lines be cut if you change suppliers?
The answer is no. A core feature of the new regulations is the concept of open access. The physical distribution networks are treated as open infrastructure that any qualified supplier can use for a regulated access fee, known as a wheeling charge. Your physical connection remains untouched. You are merely choosing a new billing partner to purchase the electricity that flows through those same wires.
